A dishwasher Solenoid Valve stores electricity and when it receives the appropriate signal from the dishwashers control cycle, the solenoid uses the stored power to move a lever. This opens to let water pass or closes to keep water in.
If your dishwasher solenoid is faulty some or all of the water will remain inside when the program has finished running. As the solenoid is an electrically-operated component, a broken or corroded wire can cause it to fail.
